New York Pistol Permit Recertification and Local Renewal

New York uses two different processes that should not be confused. Most pistol and revolver licensees outside New York City, Nassau, Suffolk, and Westchester recertify with the New York State Police. Licensees in those four jurisdictions use local renewal or recertification systems instead. The deadline depends on the license type and issuing jurisdiction.[1][2]

State Police Recertification

For licensees who recertify with the State Police, a carry-concealed license must be recertified every three years. Other covered pistol and revolver licenses recertify every five years. The deadline is measured from the date of issuance or the most recent recertification. State Police recertification does not renew an expiring local license.[1]

Jurisdictions That Do Not Recertify with State Police

  • New York City: pistol and revolver licenses expire no more than three years after issuance and are renewed through the NYPD License Division.
  • Nassau County: licensees use the county's local renewal process. State law permits an expiration period of no more than five years.
  • Suffolk County: licensees use the applicable local licensing authority. State law permits an expiration period of no more than five years.
  • Westchester County: licensees recertify through the county licensing process every five years.

These local systems can require their own forms, documentation, and fees. Licensees should use the instructions from the authority that issued the license rather than the State Police recertification portal.[1][2]

How to Recertify with State Police

The State Police accepts electronic recertification through its firearms portal and also provides a paper form. Penal Law Section 400.00 requires the form to request the licensee's name, date of birth, gender, race, residential address, Social Security number, the firearms possessed by the licensee, and an affirmation that the information is true and correct. An email address may be requested, but the statute makes it optional.[3][2]

  1. Confirm that the license was not issued by New York City, Nassau, Suffolk, or Westchester.
  2. Use the State Police portal or current paper form.
  3. Enter the required licensee and license information.
  4. Review the firearms listed on the submission and make sure license amendments have been handled through the licensing authority.
  5. Submit the recertification and retain the confirmation.

The State Police does not charge a fee for its recertification filing. Do not rely on receiving a personal reminder. The licensee remains responsible for determining and meeting the applicable deadline.[1]

Training Is a Separate Requirement

State Police recertification is distinct from local renewal and from the training provisions in Penal Law Section 400.00. The statute does not impose a two-hour refresher for every State Police recertification. Training requirements attach to specified carry-license issuance and renewal circumstances, so the license type and local process matter.[4][2]

Missing the State Police Deadline

For a license subject to State Police recertification, Penal Law Section 400.00 states that failure to recertify acts as a revocation of the license. That is stronger than saying the license merely may be suspended or revoked. A person who believes a deadline was missed should stop relying on the license and contact the State Police and licensing authority promptly for case-specific instructions.[2]
